Being Too Friendly With The Enemy

I just do not understand the saying "Keep your friends close and your enemies closer". Why would you keep a snake close to you when you know for a fact that it can bite you? It is the same as keeping someone close that could harm you and letting them have access to your life. A peaceful life only needs forgiveness and after that, it will be best to never forget the things that your enemy has done. It would be best for both of you to part.
